Polish Prime Minister Donald Tusk announced that security forces have apprehended a Russian citizen suspected of orchestrating a plot to kill a Ukrainian-American in Warsaw. The suspect was taken into custody on August 7, though officials have withheld the identity of the intended target.
According to Tusk, the target was considered a figure “inconvenient to the Putin regime.” Describing the incident as a “very dangerous signal,” the Prime Minister stated that this represents the first documented instance of a Russian-ordered attack against a US citizen within the borders of a NATO member state.
Tusk credited the success of the operation to the swift intervention of the Internal Security Agency and local police, noting that the planned attack was intercepted at the final moment. Tomasz Siemoniak, the Polish minister responsible for security services, confirmed via social media that the operation was conducted in close coordination with United States authorities.
The arrest occurs against a backdrop of heightened regional tensions following Russia’s full-scale invasion of Ukraine, which began on February 24, 2022. While Russian President Vladimir Putin has frequently criticized NATO for its eastward expansion, the alliance maintains its support for Ukraine’s right to self-defense.
European nations have recently reported an increase in hostile activities linked to Moscow. Poland and several Baltic states have significantly bolstered security around critical infrastructure, citing persistent threats. Similarly, German authorities recently reported a “new level of danger” after discovering an explosives-laden drone near an airport, an incident US intelligence suggests may be connected to Russian operations.
Regional concerns have been further exacerbated by allegations from Lithuanian Defence Minister Robertas Kaunas, who warned that Moscow may be planning “false flag” operations using captured Ukrainian equipment to frame Kyiv for infrastructure attacks. Conversely, Russia has accused Ukraine of targeting individuals associated with its war effort, citing a recent explosion in occupied Crimea that resulted in the death of a Russian military officer.
The incident in Warsaw is not an isolated event. Over recent years, authorities across France, Germany, and Lithuania have successfully disrupted various plots aimed at targeting Russian dissidents and individuals involved in the broader Ukraine conflict.
As regional security remains a primary focus, the arrest underscores the ongoing challenges faced by NATO countries in countering covert operations on their soil. Polish officials continue to monitor the situation closely as investigations into the suspect’s network proceed.
Since February 24, 2022, Russia has been locked in a full-scale war with Ukraine, after it launched an invasion that pushed towards the Ukrainian capital of Kyiv.
In Thursday’s announcement, Tusk did not provide details about the plot or identify the alleged target.
Tusk added that the plot marks the first known instance of “someone on the order of Russia” deciding to attack a US citizen on the territory of another NATO country.
“At the last minute, thanks to the action of the Internal Security Agency and the police, we managed to prevent this execution, this attack,” Tusk said.
